It is also said to be the legendary Maha Nuggala Stupa, where King Kawantisaa asked his generals and the maha sanga to be impartial in case a dispute for the throne arose between his two sons.
According to archaeological excavations, the Neelgiri Stupa is part of a larger monastery complex, which flourished in the eastern province during the times of the Tamil takeover of Anuradhapura.
